STEPPING training package includes educational sessions performed by each project partner, dedicated to the municipalities involved in pilot activities and to the local professional or industrial associations. Joint training event is going to be organized for project partners and national public institutions.

Content is structured by modules, in order to be useful for multiple targets. EPC issues are discussed in a “how to” structure (i.e. how to manage an EPC plan?).

Each training consists of the preliminary modules:

  1. Introduction to EPC schemes
  2. Preliminary phase of an EPC
  3. Energy audit
  4. Involving the local EPC market
  5. Detailed analysis phase
  6. Estimation of investment needed
  7. Implementation phase – Development of EPC contract scheme and tender
  8. Elaboration of tender schemes, contracts and specifications for the proper deployment of the pilots
  9. Guarantee phase

Project partners adapted the preliminary modules in line with the regional/national needs and capacities of project partners, as well as by considering knowledge exchanged during the parent institutions training session in Modena and outcomes of pilot activities.

Additional modules are drafted based on regional peculiarities, including 1) work implemented at regional level under STEPPING; 2) focus on national and regional legislation related to EPC – overview of national policy framework in sense of needs and opportunities, priorities and available financial mechanisms; 3) case studies at regional/national level; 4) other identified factors influencing an EPC model application.
